Reading between the lines, the logical explanation is that Chicago officials working with the Salvation Army who intern while looking for temporary lodging found a suitable place in Burr Ridge for temporary housing while suitable long term options could be found. Does the Salvation Army need special permission from that city's officials to make motel reservations now? It looks to me like a private agreement between a non profit and a business...
