  17. I think the problem is too many newly hired agents have not been properly trained and/or have gone rogue. Too little oversight. This makes the entire organization look bad.

  21. Short answer, yes the may arrest people in the states illegally. I.E Proper and legal warrants and the arrests are made on a legal bases. They do not have the authority to arrest anyone off the street just because they think they can.
