Either Manuel knows a lot more about the parameters of the Stalion situation and knows its full scope it limited, or they are whistling past the graveyard - or maybe they will build in an escape clause if it turns out he was more involved in this mess. This isn't the military or politics where the guy at the top is responsible for everything some low level person in the organization does, even if they don't know who the person is. Unless they have proof that Harbaugh was aware of what was going on, he'll skate. Quote
