If I remember it correctly, there wears more concrete and seats atop those RF stands than thee are now.  The retired numbers were posted on the walls there.  Those top rows of seats have been taken out in lieu of a open air bar area up there.   That’s what I think happened there, and with the lower top of stands blocking the airflow, I suspect that’s adjusted the air stream to RF.

That’s my theory, but we know I’m an idiot, so it’s likely incorrect.
