The only way it actually works is if the rest of the world cooperates to pressure China - but of course cooperation is anathema to Trump, which is why all this screwing around appears to likely to fail in the end. 1 Quote

I think his actions today (reminder: only a 90 day pause, not a full offramp) and the subsequent "victory lap" (ie. the market regaining a portion of the losses he instigated, in manipulated fashion) while keeping the 10% on all the other countries, 25% on steel and aluminum and the 100+% China tariff have moved the Overton window and are not going away. No argument there - I didn't mean there wouldn't be some permanent outcome, only that at some point the chaos on this issue will subside and be replaced by chaos on other issues that have captured his attention. But I think the ultimate take away is that the US acting alone will not be able to make much of a dent in Chinese total exports, and large volumes of Chinese production will continue to find their way into the US at less than the direct tariff rates on China.
