Imagine for just a minute what folding up FEMA would do to property values in hurricane areas. CA has the fires, but if CA gets serious they actually can do a lot to reduce their fire risk - but there is nothing the gulf states can do to stop the hurricanes from getting stronger as the atmospheric energy levels go up.
