Do they interview the department heads to ask them why they’ve made that spend? Are there lawyers involved to determine if they can legally break a specific contract or do they not care about that and the potential of future lawsuits. They are a legal constitutionally mandated org filled with highly trained, credentialed, and cleared individuals who have received a mandate from Congress to pursue acts that might otherwise violate the Anti-Deficiency Act, the Privacy Act, HIPPA, and various US law on national security violations.
