JFK wanted to be in on every decision and every staffer to report to him.. Bush 41 wouldn't hesitate to pick up the phone and call some random person 4 levels down in a cabinet department who wouldn't believe it was the President calling them. He wanted the information straight from the source. He knew the inner workings of government from his lifetime of service. Clinton would read everything he could like a college student.
